Have you ever heard of an "emergency" that lasted 17 years?
In New Jersey, they happen all the time.

On January 30, 1994, the Dallas Cowboys defeated the Buffalo Bills 30-13 in Super Bowl XXVIII.... 

On May 10, 1994, one of the world's most notorious systems of government sanctioned segregation, apartheid, came to an end as Nelson Mandela became South Africa's first black president...

And on May 31, 1994, the State of NJ sent avid Cowboy fan Frankie Macias to one of its most notorious systems of government sanctioned segregation - the New Lisbon Developmental Center - on an "emergency" basis to wait until a more appropriate, community placement became available...

He is still waiting.
